El clamor de Cristo en el migrante nos urge<\/strong><\/p>\n

  1. Los saludamos con alegr\u00eda desde la Bas\u00edlica de San Juan del Valle, ubicada en la di\u00f3cesis de Brownsville, Texas, los obispos, sacerdotes, religiosas y laicos que estamos participando en el primer Encuentro bi-anual Tex-Mex, que ahora ha incluido m\u00e1s di\u00f3cesis fronterizas tanto de EU como de M\u00e9xico.<\/li>\n<\/ol>\n
      \n
    1. Estas reuniones, que iniciaron desde el a\u00f1o 1986, como expresi\u00f3n de la comuni\u00f3n de la Iglesia Universal, han tenido siempre como preocupaci\u00f3n central, la vida y realidad pastoral de nuestros hermanos migrantes.<\/li>\n<\/ol>\n
        \n
      1. En este momento dif\u00edcil de nuestra historia, escuchamos el clamor de nuestros hermanos migrantes, en quienes escuchamos la voz de Cristo.<\/li>\n<\/ol>\n
          \n
        1. Jes\u00fas, Mar\u00eda y Jos\u00e9 como inmigrantes y refugiados, buscaron un lugar para vivir y trabajar, esperando una respuesta de compasi\u00f3n humana. Hoy, esta historia se repite, esta ma\u00f1ana visitamos centros de detenci\u00f3n, y lugares de atenci\u00f3n, particularmente a madres, adolescentes y ni\u00f1os migrantes. Este tipo de centros, son descritos como lugares que reflejan condiciones intolerables e inhumanas. Donde constatamos la exigencia evang\u00e9lica: \u201cPorque fui forastero y me recibiste, tuve hambre y me diste de comer\u201d (Mt 25,35-36).<\/li>\n<\/ol>\n
            \n
          1. A trav\u00e9s de los a\u00f1os, hemos visto de primera mano el sufrimiento causado por un sistema de inmigraci\u00f3n roto, causado por las condiciones estructurales pol\u00edticas y econ\u00f3micas, que generan amenazas, deportaciones, impunidad y violencia extrema. Esta situaci\u00f3n acontece tanto en relaci\u00f3n entre Centroam\u00e9rica y M\u00e9xico, como entre EU y M\u00e9xico.<\/li>\n<\/ol>\n
              \n
            1. Hemos presenciado el dolor, el temor y la angustia de las personas que han venido a nosotros, que tienen que vivir entre nosotros en las sombras de la sociedad. Muchos han sufrido explotaci\u00f3n en el lugar de trabajo, han vivido bajo la amenaza constante de deportaci\u00f3n y han soportado el peso del temor de una posible separaci\u00f3n de sus familiares y amigos.<\/li>\n<\/ol>\n
                \n
              1. Esta realidad est\u00e1 siendo hoy muy marcada, ante las medidas que las autoridades civiles est\u00e1n tomando, pues palpamos el dolor de la separaci\u00f3n de las familias, p\u00e9rdida de trabajo, persecuciones, discriminaci\u00f3n, expresiones de racismo, deportaciones innecesarias, que paralizan el desarrollo de las personas en nuestras sociedades y el desarrollo de nuestras naciones, dej\u00e1ndolas en el vac\u00edo y sin esperanza.<\/li>\n<\/ol>\n
                  \n
                1. La inmigraci\u00f3n es un fen\u00f3meno global de condiciones econ\u00f3micas y sociales, de pobreza e inseguridad, causando directamente el desplazamiento de poblaciones enteras, de familias que se sienten sin otras opciones para sobrevivir. El migrante tiene derecho a ser respetado por el derecho internacional y por cada pa\u00eds. Porque muchas veces, se encuentra entre la espada y la pared, ante la violencia, la criminalidad, las pol\u00edticas inhumanas de gobiernos, y la indiferencia del mundo.<\/li>\n<\/ol>\n
                    \n
                  1. Independiente de su condici\u00f3n migratoria, los migrantes, como toda persona, poseen una dignidad humana intr\u00ednseca que debe ser respetada. Es com\u00fan que sean sujetos a leyes punitivas y al maltrato por parte de las autoridades, tanto en pa\u00edses de origen, como de tr\u00e1nsito y destino. Es necesaria la adopci\u00f3n de pol\u00edticas gubernamentales que respeten los derechos humanos b\u00e1sicos de los migrantes indocumentados.<\/li>\n<\/ol>\n
                      \n
                    1. Las ciudades fronterizas son hermanas y amigas, fruto de una larga historia, de compartir una misma tierra, la fe, las tradiciones, la cultura y la solidaridad. Nosotros como obispos, continuaremos siguiendo el ejemplo del Papa Francisco, buscaremos construir puentes entre los pueblos, puentes que nos permitan derribar los muros de la exclusi\u00f3n y la explotaci\u00f3n.<\/li>\n<\/ol>\n
                        \n
                      1. Afirmamos que la amistad existente entre familias y vecinos, puede potenciar la amistad entre pueblos y pa\u00edses. Nuestro encuentro es ya una clara manifestaci\u00f3n de alegr\u00eda, y signo de profunda esperanza. La cruz que se ha colocado, en la frontera, entre las ciudades del Paso y Cd. Ju\u00e1rez, recordando la visita del Papa Francisco en febrero del 2016, es un signo de encuentro, unidad y fraternidad.<\/li>\n<\/ol>\n
                          \n
                        1. Reiteramos como Iglesia, nuestro compromiso de atender y cuidar a los peregrinos, forasteros, exiliados y migrantes de todo tipo, afirmando que todo pueblo tiene el derecho a condiciones dignas para la vida humana, y si \u00e9stas no se dan, tiene derecho a emigrar (Papa Pio XII); y nos comprometemos, como obispos representantes de ambas Conferencias Episcopales, a dar acompa\u00f1amiento y seguimiento a las situaciones que sufren nuestros hermanos migrantes en estos momentos.<\/li>\n<\/ol>\n
                            \n
                          1. Asegur\u00e1ndonos que en la Iglesia nadie debe sentirse extranjero, las familias de migrantes deben encontrar siempre en cada Iglesia, su hogar y su Patria (JPII).<\/li>\n<\/ol>\n
                              \n
                            1. A trav\u00e9s de Caridades cat\u00f3licas en EU, y de las diversas Casas de migrantes en M\u00e9xico, continuaremos ofreciendo un servicio de calidad a los migrantes, que implica lo espiritual, lo legal, la asistencia material, y familiar.<\/li>\n<\/ol>\n
                                \n
                              1. As\u00ed mismo mantendremos nuestra presencia constante en campos de detenciones, casas y centros de asistencia a migrantes desde la frontera sur de M\u00e9xico hasta todo EU.<\/li>\n<\/ol>\n
                                  \n
                                1. Adem\u00e1s, hay organizaciones laicales reconocidas que trabajan comprometidamente apoyando integralmente a los migrantes.<\/li>\n<\/ol>\n
                                    \n
                                  1. Esto, sin dejar de mencionar a tantas familias en M\u00e9xico y EU, que asisten, atienden y apoyan a migrantes en el camino, abriendo su coraz\u00f3n y sus hogares.<\/li>\n<\/ol>\n
                                      \n
                                    1. Pero, a\u00fan con estos esfuerzos, no podemos dejar a un lado lo que nos sostiene, que es la oraci\u00f3n, y la presencia tan significativa de nuestra madre, nuestra se\u00f1ora de Guadalupe, que ha acompa\u00f1ado al migrante y a nuestros Pueblos desde 1531 hasta nuestros d\u00edas. \u201cQue no estoy yo acaso aqu\u00ed que soy tu madre\u201d.<\/li>\n<\/ol>\n
                                        \n
                                      1. Y por ello pedimos, a todas las personas de buena voluntad, unirnos en estos esfuerzos, y en la oraci\u00f3n sencilla, \u201cBajo tu amparo nos acogemos, Santa Madre de Dios, no desprecies nuestras s\u00faplicas en las necesidades, antes bien l\u00edbranos de todo peligro, oh Virgen gloriosa y bendita. Am\u00e9n.<\/li>\n<\/ol>\n

                                        Statement of the bishops of the border between<\/strong><\/p>\n

                                        Texas and northern Mexico<\/strong><\/p>\n

                                        The cry of Christ and voice of the migrant moves us<\/strong><\/p>\n

                                          \n
                                        1. We greet great you joyfully from the basilica of Our Lady of San Juan de Valle, in the diocese of Brownsville, Texas.\u00a0 We speak on behalf of the bishops, priests, religious and committed lay persons who are participating in the bi-annual meeting of Tex\/Mex border bishops.\u00a0 For this meeting we have invited representatives from all the border dioceses between the USA and Mexico.<\/li>\n<\/ol>\n
                                            \n
                                          1. We began these biannual meetings in 1986 as an expression of the communion of the Universal Church.\u00a0 The prime concern in all these years has been to address the life and pastoral needs of our migrant brothers and sisters.<\/li>\n<\/ol>\n
                                              \n
                                            1. In this difficult moment in our history we hear the cry of our migrant brothers and sisters whose voices reflect the voice of Christ Himself.<\/li>\n<\/ol>\n
                                                \n
                                              1. Jesus, Mary and Joseph, as immigrants and refugees sought for a place to live and work hoping for a compassionate human response. Today this history repeats itself; this morning we visited detention centers and respite centers for mothers and their adolescent and minor children traveling with them.\u00a0 These centers are described as places of intolerable and inhumane conditions. There we heard the evangelical call:\u00a0 \u201cBecause I was a stranger and you welcomed me, I was hungry and you gave me food\u2026\u201d (Mt 25:35-36).<\/li>\n<\/ol>\n
                                                  \n
                                                1. Over the years we have seen first-hand the suffering that is caused by a broken immigration system caused by political structures and economic conditions that result in threats, deportations, impunity and extreme violence.<\/li>\n<\/ol>\n
                                                    \n
                                                  1. We have seen the pain, the fear, and the anguish suffered by the persons who have come to us, who may be facing having to live among us in the periphery of our society.\u00a0 Many have been extorted in their workplace, they have lived under the constant threat of deportation and have suffered the fear of the possible separation from their families and friends.<\/li>\n<\/ol>\n
                                                      \n
                                                    1. This reality is made evident as we consider the measures taken by the present administration.\u00a0 We can sense the pain of the separation of families, loss of employment, persecutions, discrimination, racism, and unnecessary deportations that paralyze the development of persons in our societies and the development of our nations leaving them of hope.<\/li>\n<\/ol>\n
                                                        \n
                                                      1. Immigration is a global phenomenon that arises from economic and social conditions, and the poverty and insecurity that directly displaces entire populations, causing families to feel that migration is the only way to survive.\u00a0 The migrant has a right to be respected by international law \u00a0and national law as he\/she faces the violence, criminality and inhuman policies of governments as well as the world\u2019s indifference.<\/li>\n<\/ol>\n
                                                          \n
                                                        1. Regardless of their migration condition, the human dignity that every person possesses, must be respected in the person of the migrant. They are subjected to punitive laws and often mistreated by civil authorities both in their country of origin, the countries through which they travel, and the country of their destination. It is essential that governments adopt policies that respect the human rights of migrants and undocumented residents.<\/li>\n<\/ol>\n
                                                            \n
                                                          1. The border cities consider themselves to be sister cities and friends, because they share the same land, the same faith, the same traditions, the same culture in solidarity.\u00a0 We bishops shall continue to follow the good example of Pope Francis; we shall seek to construct bridges rather than the walls of exclusion and exploitation.<\/li>\n<\/ol>\n
                                                              \n
                                                            1. We affirm that the friendship between families and neighbors results in friendship between towns and between countries.\u00a0 Our encounter is already a clear manifestation of joy and a profound sign of lasting hope.\u00a0 The cross that Pope Francis blessed between the cities of El Paso and Ciudad Juarez, in memory of the visit of Pope Francis on February of 2016, has become a sign of unity between the countries.\u00a0 This has become a symbol of encounter, unity and fraternity.<\/li>\n<\/ol>\n
                                                                \n
                                                              1. We reiterate our commitment to care for pilgrims, strangers, exiles, and migrants affirming that all persons have a right to live in conditions worthy of human life.\u00a0 If these are not given they have a right to migrate (Pope Pius XII), and we pledge ourselves as bishops, members of two different Episcopal Conferences, to monitor the suffering of our migrant brothers and sisters.<\/li>\n<\/ol>\n
                                                                  \n
                                                                1. In the church there are no strangers, migrant families should feel at home in every church as their homeland. (JPII)<\/li>\n<\/ol>\n
                                                                    \n
                                                                  1. Through Catholic Charities USA and houses for migrants in Mexico, we will continue to offer qualities services to migrant families including spiritual, legal, and material assistance.<\/li>\n<\/ol>\n
                                                                      \n
                                                                    1. Likewise, we will maintain our constant presence in detention camps and assistance centers for migrants, on the border between southern Mexico and the USA.<\/li>\n<\/ol>\n
                                                                        \n
                                                                      1. We will continue to support and bless the well-known lay organizations that offer wholehearted support to migrants.<\/li>\n<\/ol>\n
                                                                          \n
                                                                        1. We applaud the many families in Mexico and the USA that open their hearts and their homes to migrants on their journey.<\/li>\n<\/ol>\n
                                                                            \n
                                                                          1. In these initiatives we find our support in prayer and the significant presence of Our Lady of Guadalupe who has accompanied the migrant since 1531. \u201cAm I not here whom am your mother?\u201d<\/li>\n<\/ol>\n
                                                                              \n
                                                                            1. We invite all persons of good will to join us in prayer and in carrying out this ministry, \u201cwe fly to your patronage O Holy Mother of God, do not despise our petitions in this hour of need but free us from all danger O Blessed Virgin Mary.\u00a0 Amen\u201d.<\/li>\n<\/ol>\n
